About the organisation

Harsova 3D Association is a dynamic Romanian non-governmental organisation founded in

2024, acting as a catalyst for community development in the Hârșova micro-region. Our

mission is to bridge educational, social, and economic gaps by empowering vulnerable groups

and fostering active citizenship. We operate at the intersection of Education, Social Inclusion,

Environmental Protection, and Civic Engagement.

Operational Capacity & Impact: In just two years of operation, the association has

demonstrated remarkable growth and execution capacity. We have successfully implemented

or are currently running over 20 projects, generating a direct positive impact on more than 1000

children and young people and over 200 adults. Our human resource structure is robust and

multidisciplinary, currently comprising:

• 10 part-time employees (including project managers and youth workers);

• Over 15 expert collaborators (trainers, facilitators, specialists);

• A dedicated core of 20 adult volunteers;

• An active network of over 50 youth volunteers who are directly involved in peer-to-peer activities.

Strategic Goals: Driven by the passion to help younger generations thrive, we have established

5 strategic goals:

Promoting Multicultural Dialogue: Fostering respect and social cohesion in Hârșova, a

unique multi-ethnic space where Romanians (80%), Roma (8%), Tatars/Turks (8%), and

Lipovans (4%) co-exist. We celebrate this diversity through cultural heritage traditions and

values.

Social & Economic Reintegration: Facilitating access to the labor market and social life for

individuals from disadvantaged backgrounds, combating poverty and exclusion.

Environmental Sustainability: Raising local and national awareness about sustainable

behaviors and the protection of our ecosystem (Danube flora, fauna, and natural habitats).

Civic Empowerment: Equipping younger generations with the responsibility and motivation

to contribute to a more respectful, educated, and flourishing local community.

European Education: Educating the local population about the European Union, its

democratic values, and the mobility opportunities it offers.

Partnerships & Infrastructure: The organisation relies on a team of 10 certified socio-educational animators and youth workers. We target adolescents and youth from Hârșova and

surrounding rural areas, with a special focus on disadvantaged communities (Roma, NEETs).

To achieve our goals, we have built a strong ecosystem of partners, including the Municipality,

local schools, the Hospital, the Social Assistance Directorate, the House of Culture, and the

Public Library. We also maintain strong media relations for dissemination (Ziarul Amprenta,

Replica, etc.).

In terms of facilities, we manage 3 dedicated rooms within the community center, which serve

as our operational hub for workshops, training, and creative activities ("the magic happens

here"), and we are currently developing a regional Civic Hub in the Vadu Oii neighborhood.

Activities and experience

Asociația Hârșova 3D is a grassroots youth organization operating in the Hârșova micro-region

(Constanța county), a typical "inner area" marked by geographical isolation, severe socio-economic disparities, and youth depopulation ("brain drain"). Our mission is to transform this

marginalized context into an ecosystem of opportunity by empowering local youth to become

active architects of their community.

Our regular youth work activities are structured around three main pillars that strongly resonate

with the "Deep Roots, New Paths" objectives:

1. Culture and Arts for Community Activation: Similar to the community-based models we

aim to study, we use arts as a primary tool for civic engagement. We organize the annual "3D

Festival," a cultural event managed by youth volunteers that revitalizes public spaces. We

regularly conduct non-formal education workshops using Community Theater, Storytelling,

and Photo Voice methodologies. These tools help vulnerable young people articulate their

grievances, overcome social stigma (especially in the Roma-marginalized neighborhood of

Vadu Oii), and build "civic agency."

2. Creating "Safe Spaces" and Infrastructure: We are currently managing a flagship initiative

to transform an abandoned school in Vadu Oii into a Regional Civic Hub. This project is not

just about renovation, but about community building: it involves youth in the co-design of the

space, turning a ruin into a vibrant center for educational remediation and social cohesion. This

hub serves as a physical anchor to keep young people connected to their territory.

3. Civic Participation and Evidence-Based Advocacy: To combat the feeling of powerlessness,

we train youth in advocacy and policy-making. Our volunteers conduct the "Youth Barometer"

(sociological research) to identify systemic barriers and draft "Policy Briefs" which they

present to the Local Council. We also organize "Community Lunches," creating a neutral

ground for dialogue between citizens and authorities.

Additionally, we address educational exclusion through Literacy Camps for children and youth

at risk of early school leaving. Our experience combines "grassroots" mobilization with

strategic dialogue, making us an ideal partner to exchange practices on how to retain youth in

rural areas through cultural and civic innovation.
